"New York lawmakers say Canada is making it too tough for American dairy farmers to compete in the Canadian market. During a video conference Thursday, Sen. Kirsten Gillibrand said Canada’s milk tariff system violates the United States-Mexico-Canada Agreement. 'They keep saying that they have enough milk and that they’re going to apply tariffs to our milk and they’re just not holding up their end of the bargain,' she said. 'It’s not what the U.S.-Mexico-Canada trade agreement said and so they are manipulating the market by not allowing U.S. milk to be sold in Canada without adding tariffs and without adding costs'."
